School Education in New Zealand industry analysis

Formal education in New Zealand is compulsory and free for most children aged 6 to 16. The education system comprises three main types of primary and secondary schools: state schools that are owned and funded by the government, state integrated schools (schools with a special character that have been integrated into the public school system), and private or independent schools. Approximately 85% of New Zealand children attend state schools and just over 11% attend state integrated schools. State integrated schools include Catholic, Steiner and Montessori schools. These schools are also funded by the government, but also charge compulsory attendance dues. The lion's share of funding for private schools comes from school fees. Even so, private schools do receive some government funding. About 4% of all enrolled children go to a private school in New Zealand, which is a slim minority.School education revenue is set to climb at an annualised 1.4% over the five years through 2023-24. This expansion stems primarily from rising operational funding support from the Ministry of Education (Te Tahuhu o te Matauranga). Student enrolment numbers and places provided have reached new heights in recent years, despite enrolments dipping slightly between 2021 and 2022. Overall enrolment growth has supported the industry in recent years. Household discretionary, despite some volatility, has grown, proving a boon to private school enrolments and revenue in recent years, with many parents holding a stronger financial position to pay required attendance dues or private school fees, as well as make voluntary donations to public schools. Industry revenue is expected to decrease by 3.2% in the current year, to $10.6 billion, as funding returns to post-pandemic levels.Industry revenue is projected to climb at an annualised 0.7% over the five years through 2028-29, to total $10.9 billion. A projected plateau in government funding for primary and secondary schools is set to slow the industry's growth. Muted growth in household discretionary income will further contribute to this trend. The industry may be set for a fundamental overhaul as part of the Labour Government's reforms. Some potential reform areas include reporting requirements, decile funding and voluntary donations. Gradual population growth is poised to augment domestic enrolment rates, albeit marginally, in the coming years.
