Building Project Development in Germany industry analysis

The property development sector benefited from high demand for new builds in the first half of the last five-year period. The high demand was largely due to the low interest rates in the European Economic Area and the positive overall economic development in Germany until the outbreak of the coronavirus pandemic. In the second half of the past five-year period, however, market activity slowed significantly. Against this backdrop, turnover in the property development sector fell by an average of 2.5% per year between 2019 and 2024.In residential construction, the price-adjusted volume of new construction has been declining since 2022. This development is due to the sharp rise in construction costs over the past three years. On the one hand, building materials and construction materials became more expensive, initially driven by pandemic-related supply bottlenecks in 2021 and later, after the Russian invasion of Ukraine, due to higher energy prices. Secondly, the turnaround in interest rates initiated by the European Central Bank in 2022 worsened financing conditions for both property developers and potential property buyers. In addition, the high inflation rates during this period and the associated loss of purchasing power had a dampening effect on demand for property. Under these circumstances, large and small property developers have scaled back their new-build projects or postponed their realisation. In 2024, industry turnover is expected to fall by 11.1% compared to the previous year and reach €21.8 billion.Over the next five years, IBISWorld expects average annual sector growth of 1.7% and a sector turnover of 23.7 billion euros in 2029. Around three quarters of the sector's turnover will be generated with residential property. Due to the continuing high demand for residential space and the increasing scarcity of suitable building land, even in the less dynamic market environment of the coming five-year period, more multi-storey flats are likely to be built, often using the services of a property developer.
