IBISWorld forecasts the average age of the vehicle fleet to climb 1.0% in 2027 to 15.43 years, extending a run of annual increases. The average age only falls when enough younger vehicles enter the fleet and older ones leave it. Renewal slowed after the Reserve Bank of New Zealand (Te Putea Matua) lifted its cash rate to a peak of 5.50% in May 2023. The end of the Clean Car Discount on 31 December 2023 removed rebates that had steered buyers towards newer, low-emission vehicles and the average age jumped 2.1% in 2024.The Reserve Bank cut its cash rate by a cumulative 325 basis points between August 2024 and November 2025, and cheaper financing slowed the fleet's ageing to 0.9% in 2025. The Middle East conflict then pushed petrol prices up 27.5% in the year to the June 2026 quarter, according to Stats NZ, and the Reserve Bank raised its cash rate in July and September 2026 to 2.75%. Higher fuel and finance costs kept the fleet ageing in 2026. According to Motor Trade Association data, new light vehicle registrations jumped 22.2% year-on-year in September 2026, but used import registrations also climbed 14.5%.New Zealand's fleet is old by international standards. Ministry of Transport data show that the light fleet has consistently been two to four years older, on average, than those of Australia, the United States, Canada and the United Kingdom. New Zealand's light passenger vehicles averaged 15.3 years in 2024, compared with 12.8 years for US light vehicles in 2025 and about 10.5 years for Canadian vehicles in 2024, according to S&P Global Mobility. Australian passenger vehicles average around 11.6 years and UK vehicles just under 10 years, according to a May 2026 1News report. Older vehicles tend to burn more fuel, which leaves motorists more exposed to the 2026 fuel price spike, and they also emit more and offer fewer safety features.Heavy reliance on used imports has held back renewal. Used vehicles made up 52.9% of imported light passenger vehicles in 2024, according to the Ministry of Transport. Vehicles are also staying on the road longer, with used light passenger imports leaving the fleet at an average age of 19.9 years in 2023. Overall, IBISWorld forecasts the average age of the vehicle fleet to climb at a compound annual rate of 1.2% through the end of 2027, supporting demand for repairs, maintenance and parts.
