Gravel, Sand & Clay Extraction in Germany industry analysis

The decline in residential construction activity had a considerable negative impact on demand for mineral building materials. The significant decline in building permits, particularly in the multi-family house segment, resulted in a drop in larger orders and lower capacity utilisation at quarries. At the same time, operating costs for energy and logistics remained at a high level, which put pressure on companies' profit margins. Despite declining sales volumes, price increases largely compensated for this, as suppliers passed on their increased costs to the construction industry. Since 2020, industry turnover has fallen by an average of 0.9% per year, which is mainly due to the decline in construction activity and rising procurement costs. Protest campaigns and extended approval procedures have further exacerbated the regional availability of extraction sites. To counteract this development, companies are increasingly using recycled materials and pursuing circular raw material strategies to reduce their dependence on primary materials.

In the current year, industry turnover is expected to increase by 1% and reach a value of 4.1 billion euros. Demand is increasingly focussing on civil engineering projects in the public sector, while residential construction remains weak. Companies are shifting their sales focus to infrastructure projects, in particular road, bridge and energy projects, in order to benefit from government investment programmes. At the same time, they are intensifying their measures to utilise secondary raw materials and investing in technologies to improve the processing and classification of material flows. The use of automated classification systems and sensor-based analyses leads to greater raw material efficiency and lower energy consumption. In this way, the companies are securing their competitiveness despite high operating costs and stagnating construction activity.

The market will experience a moderate recovery over the next five years. Public investment in transport and energy networks will support demand and companies will benefit from the continued high demand for high-quality aggregates. Industry turnover is expected to rise to 4.5 billion euros by 2030, which corresponds to average annual growth of 2%. Companies will expand their business areas and increasingly integrate recycling activities in order to position themselves as comprehensive raw material and waste disposal service providers. Increased processing of kaolin into speciality products for technical and pharmaceutical applications will contribute to higher profit margins and more stable earnings. In addition to ongoing digitalisation, investments in machine learning and analytical processes in raw material classification will enable further efficiency gains. This should help the industry to become more resilient to economic fluctuations and environmental regulations in the long term.

Trends and Insights

  • Weak construction activity in the residential construction sector has significantly reduced demand for mineral building materials and weakened the capacity utilisation of mining operations. The declining number of construction projects, particularly apartment blocks, has led to lower sales and production.
  • The demand for gravel, crushed stone and sand has fallen recently. The reason for this is the decline in construction activity in Germany, where mineral raw materials such as gravel and sand are predominantly used.
  • The highest number of companies in the sector can be found in the South region. The most productive deposits are located in the vicinity of rivers and lakes.
  • Due to the hurdles involved in developing new mining sites, domestic demand cannot be met without imports. This is another reason why the recycling of materials is likely to gain in importance in the coming years.
