Migration, which had been propping up the cohort, has swung the other way. Student arrival targets for 2026 were cut by about half and temporary worker arrivals by more than a third, while permanent admissions were held near 380,000. Fewer arriving families and fewer 18 and 19 year old study permit holders leave the cohort broadly flat. Overall, the number of individuals aged 19 and younger is forecast to have only slightly grown at an annual rate of 1.0% over the past five years to reach 8.6 million people.
