Primary Education in the UK industry analysis

Schools are heavily reliant on funding, so government spending decisions shape the performance of primary schools. Tuition fees and donations that turn the lights on in independent schools are key to primary education revenue. The necessity of primary education protects it from large funding cuts since the UK economy relies on an educated and skilled population. Performance is sensitive to the number of children of primary school age, so a decade of slumping birth rates is catching up to the industry. Overall, in the five years to 2025-26 industry revenue has grown at a compound annual rate of 0.8%.

Trends and Insights

  • The government raises educational spending. In 2025-26, the government’s core schools budget is expected to grow to £63.9 billion. This support is ultimately propelling revenue growth.
  • Ofsted ‘inadequate' inspections are pushing community schools into academy trusts. According to the DfE, 46.1% of all state-funded primary schools in England were classed as academies in January 2025.
  • The South East holds the most primary schools. People choose to move out of London to raise children, often moving to the surrounding counties where there is greater availability of larger houses at cheaper prices.
  • Mobility restrictions keep concentration low. Most primary schools serve their local community as limited mobility by families means that they do not wish to travel far to get to school. The need for sites to cater to all areas across the UK keeps concentration low.

Industry Statistics and Trends

Market size and recent performance (2015-2030)

Industry revenue has grown at a CAGR of 0.8 % over the past five years, to reach an estimated £43.8bn in 2025.

Trends and Insights

Primary schools rely on government funding

  • All state-funded schools, including academies and council-run schools get funding through the National Funding Formula (NFF) which takes account of pupil numbers and the location of schools. It also gives schools greater assurance by preventing big drops in per-pupil funding from year-to-year. This reliance on public funding means the health of the industry is determined by government investment.

Industry outlook (2025-2030)

Market size is projected to grow over the next five years.

Trends and Insights

Declining pupil numbers are a risk to schools’ future funding levels

  • Pupil numbers are on the decline, with a decreasing birth rate, inflated rent and house prices and the cost-of-living squeeze all playing a factor in deterring people from starting families. The ONS reports that the population attending primary and nursery schools peaked in 2019 and it has been falling since due to the number of births declining since 2012. This will translate to fewer school enrolments in the years to come, which is a concern for primary schools reliant on per-pupil funding and with established running costs.
