Much like in the United States, the Water Collection, Treatment and Supply industry in Mexico operates in a highly regulated environment. Almost all water and wastewater utilities in the country fall under the jurisdiction of the Comisión Nacional del Agua (National Water Commission), with federally controlled utilities metering about one-half of the nation's water. However, there has been a push for more municipally owned utilities since the 1990's, as Mexico attempted to diversify and decentralize water utilities. In addition, this industry has almost no private market activity, with just a few Mexican states (Cancun, Saltillo and Aguascalientes, Veracruz) operating private water utilities. The majority of the industry is financed by public funds, most of which comes from the federal government with the remainder coming from state and local bodies. It should be noted that IBISWorld does not account for the value of international trade or cross-border flows of water, since this industry operates domestically.
