Electricity demand in China has been rapidly increasing since 2001. Demand exceeded the national supply capacity in 2003 and 2004, and caused power interruptions when demand peaked. Since the electricity produced by the industry was small in scale, the electricity supply shortage in those years triggered an increase in the development of this industry.
Government assistance to the industry has been high. In the five-year period through 2011, the wind power generation segment developed rapidly, with the Ministry of Finance and the State Administration of Taxation reducing the value-added tax rate from 17% to 8.5% for wind power generated electricity in that year.
